The Port of Portland is Hiring a new Marine Real Estate Development & Strategy Manager!

Your Role: We're seeking a dynamic, experienced leader to guide the strategy and development of marine and industrial properties across the Port. In this role, you'll lead strategic initiatives that balance economic opportunity, environmental stewardship, and long-term value. You'll structure public-private partnerships, secure financing for transformative projects, and oversee large-scale infrastructure and site development efforts.

This position requires a deep understanding of real estate development, financial modeling, and capital project execution. You'll collaborate across departments, work with local and regional stakeholders, and help shape the future of one of the Pacific Northwest's most vital economic gateways.

Essential Job Duties

Land Development and Real Estate Strategy

• Lead the strategic planning of and development of Port-owned marine and industrial properties.
• Oversee entitlements, permitting, and environmental due diligence for redevelopment projects.
• Collaborate with engineers, planners, and architects to shape land use strategies that maximize site value.

Financial Strategy and Analysis

• Evaluate financial feasibility of projects through pro formas and ROI analysis.
• Identify and secure public and private financing, including tax incentives and grants.
• Structure development agreements, joint ventures, and ground leases to enhance value and reduce risk.
• Assess investment strategies and debt options to support sustainable growth.

Infrastructure and Capital Project Management

• Manage large-scale infrastructure projects that support marine terminal and industrial development.
• Facilitate public-private partnerships to fund and deliver capital improvements.
• Ensure successful project delivery through strong oversight of scope, budget, and timelines.

Market Analysis and Lead Generation

• Conduct market research and feasibility studies to guide investment decisions.
• Identify new development opportunities across industrial, logistics, and maritime sectors.
• Provide strategic insights and recommendations to inform Port leadership and planning efforts.

Property Dispositions

• Develop and lead strategies for land sales, redevelopment, and repositioning of Port assets.
• Negotiate and manage property transactions, ensuring alignment with organizational goals.
• Oversee due diligence and financial structuring to support successful deal execution.

Financial Management and Key Metrics

• Develop budgets, financial plans, and KPIs to monitor portfolio performance.
• Track revenues and expenses for Port-owned properties to ensure efficiency and profitability.
• Conduct cost-benefit analyses and recommend improvements to enhance value.

Minimum Qualifications

Education and Experience

• Bachelor's degree in business, real estate, or a related field required.
• Minimum five years of progressively responsible experience in commercial real estate, property development, property management, or business development.
• Any combination of education and experience that demonstrates the ability to perform the job duties will be considered.

License and Certification

• Valid Driver's License - State Department of Transportation, required.
• Must have the ability to obtain and maintain a federal Transportation Worker Identification Credential (TWIC) card.

Demonstrated Skills & Abilities

• Advanced knowledge of real estate development, including site planning, entitlements, and infrastructure investment.
• Strong financial acumen, including the ability to build and analyze financial pro formas and conduct feasibility studies.
• Proven ability to negotiate and execute complex real estate agreements, including leases and development deals.
• Skilled at facilitating cross-functional teams and managing large-scale projects with multiple stakeholders.
• Clear and persuasive communicator, able to present technical and financial information to diverse audiences.
• Experienced in navigating public-sector processes, policies, and regulations at the local, state, and federal levels.
• Ability to exercise sound judgment and discretion in high-stakes, confidential matters.

Selection Process ( tentative schedule):

1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week May 19.
2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation during the week of June 1.

Security:

Employees in this position will be required to successfully pass and maintain security clearance relevant to assigned duties such as Transportation Worker Identification Credential (TWIC)

Compensation:

Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.
