POSITION SUMMARY
This position is responsible to the Controller for monitoring accounts and proper expenditure of funds to ensure that the controls in place are maintained.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Review accounting records and transactions to assure conformance to statues, statewide fiscal rules and accounting system procedures, policies and procedures, and generally accepted accounting principles.
2. Maintain and review fixed assets, inventory audits and reconciliations to the General Ledger. Verifies the existence and proper identification of assets at the plant sites.
3. Review financial system revenues and expenditures for proper classification and analyze transactions to resolve problems. Propose corrections and adjustments as needed.
4. Reconcile bond funds sources and uses of funds and GL to Activities and prepares monthly Bond Status Report.
5. Prepare accurate and timely financial reports including fund and grant reporting.
6. Review, balance and prepare monthly General Ledger closures.
7. Review budget to actual and take necessary action for budget amendments.
8. Corresponds with representatives from internal departments, local, regional, state, and federal agencies regarding matters involving status of projects, funding, reporting, and requirements.
9. Determines proper capitalization on completed construction projects. Assists in year-end construction accounting journal entries.
10. Perform related duties and responsibilities as needed by the Chief Financial Officer.
SUPERVISORY RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.
FINANCIAL RESPONSIBILITY
Accounting for $2.1 billion in assets, $1.6 billion in liabilities, $200 million in revenues, and $175 million in expenses.
QUALIFICATIONS
EDUCATION
Bachelor's degree in accounting.
EXPERIENCE
No prior experience necessary. Two years of progressive accounting and finance experience at the professional level preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas Driver's license.

SKILLS AND ABILITIES
Ability to use independent thought and judgement with regard to repetitive and detailed work. Must be able to perform mathematical calculations in order to analyze and interpret financial data. Individuals must be able to communicate effectively with others.
GUIDANCE RECEIVED
Receives general direction about results to be attained. Typically receives general direction about assignments and work results to be attained. Requires judgment to determine which methods apply and what data/information should be considered. Position must think through how issues can be addressed within existing policies and procedures and may assist others with more complex work methods and problems.
PHYSICAL DEMANDS
This position requires minimal physical exertion with daily lifting requirements generally under 10 pounds. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork.
WORKING CONDITIONS
Duties are almost always carried out in an office environment.
TOOLS AND EQUIPMENT USED
Office machines, including computer, calculator, adding machine, copy machine, microfilm reader, and scanner.
